NE UNITED AGAIN



















Despite Govt. & High Court's ban on BANDH, the North East Students Organisation (NESO), a leading students organization, constituted by the students body of all the states of North-East, declared a protest rally with a 12 hr NE Bandh on 6th Sep, 2012. This arrangement was to protest against the Assam & central Govt.'s suspicious & vested role in protecting the Bangladeshi migrants not only in Assam but all over NE sates & India as well. Since the partition, the migration of illegal Bangladeshis have been continuing without any obstruction into the border lines along the Indo-Bangla border. Because of this illegal migration, the most affected state in India has been Assam. This continuous migration has changed the economy, demography & thousand years of sustaining peace & harmony in this region. 
As declared, NESO organized a huge protest rally at historic Latasil ground of Guwahati demanding Earliest detection & detection of Bangladeshi nationals, Updating the NRC, implementing Assam Accord, Sealing Indo-Banla border etc. Around 35 thousand people participated in this rally. Connecting with this agitation, other NE states except Assam, have been observed “total bandh” in supporting the appeal to the people against illegal migration from Bangladesh. 

A huge procession participated by thousands of people, including students, senior citizens and representatives from various socio-cultural organizations, gathered at the the Latasil playground around 12 noon. Total 26 organizations of various ethnic communities of all the NE states had extended their support to that bandh called by NESO. All the leaders of NESO constituents including Manipur Students Union, Naga Students Federation, Mizo Students Union, All Tripura Students Union, All Arunachal Pradesh Students' Union (AAPSU), Khasi Students Union and Garo Students Union of Meghalaya, and AASU of Assam took part in the rally. 

The delegates realized & emphasized that for the prosperous future & existence of all the ethnic communities of North East, we must united against the problems created by illegal Bangladeshi migrants swarming the these regions. The protest rally was organized by AASU. This agitation or protest of NESO reminds the days of 1979 of Assam’s crisis, lasted for long 6 years and at last one Memorandum of Settlement (MoS) was signed between the then AASU leaders, Headed by Prafulla Mahanta and Govt. of India, headed by Late PM Rajiv Gandhi in New Delhi on 15 August 1985. That historic treaty was called as The Assam Accord





Lots of conditions were there in that accord; implementing by which, Assam along with the whole NE states would have been moved in progressive direction. The most important point and mainly because of which that memorandum was signed, the identification & deportation of illegal migrants from Bangladesh, has been totally looked down by both State & Central Govt. till date; a sheer negligence, till date even after 27 years. The second most important clause was to seal the Indo-Bangla border throughout the border line. Though started, that is also now has become a matter of insult especially for the people of Assam. Mind it, at last 855 innocent people sacrificed their lives in that historic movement who are honoured as Martyrs of Assam Movement. Assamese people can still smell the essence of raw blood of those sacrificers spilled from their heart. Assam still weeps for them and at the same time feel great proud as well. But as stipulated, Assam has been the victim of utter discrimination because of political aberration by Centre all the time before & after independence till date. Even after 27 years of signing of historic Assam Accord, most clauses of it have not been implemented. Some of the most vital conditions were - 

To Identify & subsequently deport the illegal Bangladeshi migrants. 

To seal the Indo-Bangla border along the border lines. 

To update the NRC(National Register of Citizens of 1951) etc. etc. 

But whenever the question of solving the Bangladeshis arise, both state & centre either keep mum on it or play the wait & see game. Because of this discrimination, the people of these regions (whole NE states, especially Assam)have been facing thousands of problems all the time when from those people arrived in these regions. These people have occupied almost all the river islands,forest areas, free abandoned govt. lands, even they have entered in those areas where various ethnic groups have been living peacefully from thousand of tears. However, Hindu migrants are also a matter of concern, but the migrants are mostly Muslim. It it not because they are Hindu or Muslim, but they are kind of different people. Their culture, language, way of living etc. are completely different from the people of NE, who have been living here from thousands of years. 

Other great problems with these people are that, mostly they are either illiterate or somewhat literate. Mostly because of this reason, their population growth is beyond control. Mostly motivated by their religion, they are not interested in birth control. Their uncontrolled population has also causing a great trouble here. 

Another threat is from radicalism. Guided by Pakistan, Bangladesh may be from China lots of Muslim fundamentalist groups are working in these areas like- HUJI, MULTA and lot others. These groups are not born for launching a peace programme in these areas. Even though these groups are not shown up themselves aggressively yet, after the BTAD issues & recent protest against them and as govt. also compelled to accept that NRC act and other issues are to be taken up, they won't not be a silent spectator this time. May be Assam is going to become the second Kashmir in future. 

Why Govt. not taking action? 


There are many reasons why these people are welcomed in India by both the Central & state the Governments (especially Cong-I led govt.), like – 

To maintain and nurture the vote bank politics with minority sentiment not only in Assam but also all over India (This type of politics have been observed years after year in the Cong-I lead Governments, wherever it is. At the same time, same accusation can’t be ruled out against other political parties as well!) 

To maintain a friendly relationship with Bangladesh to flash out & not to set up any base for militant groups of North-East in their soil to work against India. 

To use the soil of Bangladesh as future base against possible aggravation or attack by China & Indian intelligence groups can work there without any political & security problem. 

Bangladesh is also a member of SAARC countries. 

To increase business with them, many treaties are signed like land exchange (without the consent of the people of their own country!), increase business between the two countries etc. etc. 

To acquire all these opportunities from Bangladesh, either Central Govt. or State, never considered the possible problems, which may appear in future in the North-East areas. In fact, as Central Govt. willfully allowing or inspiring the illegal migration for above-mentioned issues. 

In our "so called democracy", even an MLA is like a God. They don't have any need to think about common people as because during their tenure they earn more than enough property to think about future. Whatever happens they will be safe. The most corrupted police department accompanies them because of same vested interest. These politicians need not to worry about any changes even in their own society they live or the people whom he represents. Otherwise, Assam wouldn’t have to be waited for long 27 years to implement the Assam Accord clauses to enjoy peace & prosperity in this region.

That’s why the NESO agitation again remind us the days of 1979 and later. But the big question at this time is whether they will get success again. No doubt, this won’t be as easy to drink water. But the most important and positive sign we’ve seen this time is that, AASU is not fighting alone with these issues. As described above, the Bangladeshi migrants are creating the same problems in the other states also. Therefore, the students union of the other states of NE also joining in the same platform and raising their voice loudly at the same tune that-
